Special: FCC Rules for WSD in the TV band
Many governments are discussing to permit TV white space devices (WSDs) to operate on frequencies in the TV bands. Although the TV channels vary from location to location, such devices shall have the flexibility and agility to find and use those frequencies which are not occupied by licensed services like PMSE, no matter where the devices are located. The USA already has passed rules for the certification and operation of "TV band(s) devices" (TVBDs), as WSDs are called there. The first device has been certified for production and marketing on December 22, 2011. Furthermore, the Office of Engineering and Technology (FCC) designated ten entities to administer TV bands databases which provide lists of available channels to TVBD operators. At this time (May 2012), two of these entities, i.e. Spectrum Bridge and Telcordia, have received approval to operate their database systems to serve devices. The following text is a quotation of the rules for TVBDs and TV bands databases, set forth in Part 15 of the FCC Rules. The most important sections are colored.
