New assignment from February 2009:
1)
TV spectrum is reduced to 470 – 698 MHz
2)
PMSE is secondary user

Cognitive Devices (CD), so called ‘White Space Devices’ can have access to the TV band as secondary user, too. Critical is that FCC approved CD while all test reports showed that CD technology is not ready for the market yet and interfered with TV and PMSE equipment. There are many open questions with regard to technical specification and market entry rules.
